Kartu Prakerja: A National Skilling Platform at 100M Users

Overview

Kartu Prakerja is an Indonesian government programme that gives citizens free access to non-formal education — skills training delivered through partner course institutions across the country. To take part, a citizen registers in the Prakerja system, is screened for eligibility, picks training from a marketplace of partner providers, and is then monitored through to a graduation certificate and a competency assessment. From 2020 to 2024, the software behind it grew into one of the largest public digital platforms in the country, reaching 100 million registered users and processing 47 million transactions.

Several of the engineers who now lead RAPTEK built that platform from the inside: Maulana Oktofitriadi, Harry Osmar Sitohang, Dwi Setiyadi, and Rachmat Hidayat. This is the national-scale engineering experience they bring to the work we do today.

What was delivered

  • A platform for the whole journey — registration, eligibility screening, the training marketplace of partner institutions, and incentive disbursement, holding together for tens of millions of people at once.
  • Fraud-resistant identity at national scale — every registration validated against Dukcapil, Indonesia’s national civil registry, and reinforced with liveness detection and AI verification, so a free public benefit reached real, eligible citizens rather than duplicate or fraudulent accounts.
  • Oversight through to certification — once selected, a participant’s training was monitored to completion — both through the platform we built and through offline verification — ending in a graduation certificate and a competency assessment, so the programme could confirm real learning, not just enrolment.
  • Built to absorb national-scale spikes — when a registration wave opens, load arrives all at once; the system was engineered to stay up and responsive under exactly that kind of surge.
  • A trustworthy data foundation — a data warehouse and data-mesh approach that turned operational events into numbers the programme could actually govern and report on.

How we worked

The Kartu Prakerja architecture: an API gateway fronts independently deployable Go microservices running on Kubernetes with a service mesh, while a React frontend serves users and a data mesh feeds a central data warehouse

A distributed system, sized for a nation: small services that scale and fail independently, behind one gateway, feeding one trustworthy data layer.

The platform was built in Go on the backend and React on the frontend, as a microservices and distributed system rather than a single monolith — so each part could be scaled and deployed on its own. It ran on Kubernetes with a service mesh for resilient service-to-service traffic, an API gateway as a single front door, and a data mesh feeding a data warehouse so analytics never fought the live system for resources.

That architecture is what let the platform behave the same at 100 million users as it did at the first hundred: surges hit elastic, independent services rather than one fragile core, and the data layer stayed reliable underneath it all.

Over four years the platform reliably served 100 million registered users and 47 million transactions — a public system at genuine national scale, held to the uptime and trust that a government programme demands.
